Որպես ՀՀ ԱԺ Հայաստան-Չինաստան, Հայաստան-Վրաստան բարեկամական խմբերի ղեկավար՝ այսօր նամակներ եմ ուղարկել ՉԺՀ Ժողովրդական Ներկայացուցիչների համաչինական ժողովի Չինաստան-Հայաստան բարեկամական ղեկավար Չժան Եսուին եւ Վրաստանի Խորհրդարանի նախագահի տեղակալ, Վրաստան-Հայաստան պատգամավորական բարեկամական խմբի ղեկավար Գիորգի Վոլսկիին։

Տեղեկացրել եմ, որ 2020թ սեպտեմբերի 27-ին ադրբեջանական զինված ուժերը սկսել են օդային և հրթիռային հարձակում Լեռանային Ղարաբաղի շփման գծի ողջ երկայնքով՝ թիրախավորելով խաղաղ բնակավայրերը եւ բնակիչներին, ներառյալ մայրաքաղաք Ստեփանակերտը:

Սա 2020թ-ի հուլիսի ՀՀ հյուսիսարևելյան սահմանի նկատմամբ ռազմական ագրեսիայի շարունակությունն է, որի ընթացքում Ադրբեջանի իշխանությունները սպառնացել էին հրթիռակոծել Մեծամորի ԱԷԿ-ը՝ Երևանի մերձակայքում, Հայաստանում:

Ավելին, Ադրբեջանի ղեկավարության վերջին ագրեսիվ ռազմատենչ հայտարարությունները, Թուրքիայի Հանրապետության հետ լայնածավալ համատեղ զորավարժությունները հստակ ցույց են տալիս, որ այդ ագրեսիան նախօրոք պլանավորված և կանխամտածված սադրանք է տարածաշրջանային խաղաղության և անվտանգության դեմ:

Լեռնային Ղարաբաղի դեմ այսօրվա ագրեսիայով Ադրբեջանը ևս մեկ անգամ ցույց տվեց միջազգային իրավունքի բոլոր նորմերի անտեսումը և ևս մեկ անգամ ապացուցեց, որ բանակցային գործընթացում երբևէ բարի կամքով չի գործել։

Ցավոք, Լեռնային Ղարաբաղի մարդու իրավունքների պաշտպանը հաստատել է խաղաղ բնակչության շրջանում զոհերի, այդ թվում'մոր և երեխայի կորուստները:

Կոչ եմ արել մեր գործընկերներին դատապարտել Լեռնային Ղարաբաղի խաղաղ բնակիչների անխնա գնդակոծությունները և սպանությունները:

As the Head of the Armenia-China, Armenia-Georgia Friendship Groups of the National Assembly of the Republic of Armenia, today I have sent letters to Mr. Zhang Yesui, the Chairperson of the China-Armenia Friendship Group at the National People’s Congress of the People’s Republic of China and to Mr. George Volski, the First Deputy Chairman Of The Parliament Of Georgia, the Head Of The Georgia-Armenia Parliamentary Friendship Group.

I have informed our colleagues that on the morning of September 27, 2020, Azerbaijan launched sustained air and artillery attacks, as well as an infantry offensive along the entire Line of Contact with Nagorno-Karabakh, indiscriminately shelling civilian population, peaceful settlements, including the capital Stepanakert.

This comes after the military aggression towards the northeast border of the Republic of Armenia in July 2020, during which the Azerbaijani authorities threatened to launch missile strikes at the Metsamor Nuclear Power Plant near Yerevan, Armenia.

Moreover, the recent aggressive warmongering statements by the leadership of Azerbaijan, large-scale joint military exercises with the Republic of Turkey, and constant rejection of the OSCE Personal Representative of the Chairman-in-Office monitoring requests clearly indicate that this aggression was pre-planned and constitutes large-scale premeditated provocation against regional peace and security.

With today’s aggression against Nagorno-Karabakh, Azerbaijan, yet again, has demonstrated a wanton disregard of all norms of international law and proved once again that it has never acted in good will during the negotiation process and has always acted from a position of force. This recent massive assault on civilians of Nagorno-Karabakh is another manifestation of the fact that the Azerbaijani side will do anything to depopulate Nagorno-Karabakh of its citizens. Under such circumstances, the Armenian sides will act with strong determination to ensure the security of the people of Nagorno-Karabakh.

Unfortunately, the National Human Rights Defender of Nagorno-Karabakh has confirmed casualties among the civilian population, including a mother and a child.

I called upon our colleagues to contribute to averting a humanitarian and military disaster in our region and therefore I urge you to condemn in unequivocal terms the indiscriminate shelling and killing of the Nagorno-Karabakh civilians.
